A self-fulfilling prophesy is when you assume something will happen and therefore make no effort to assure anything else will happen.

For example, Joe Jones announces that he is going to run for mayor. Everyone looks around and decides that nobody can beat Joe, so he runs without opposition.

Because everyone took for granted that Joe would win, they made sure of it by inaction. In the same way, if a city decides (consciously or unconsciously) that its black citizens can get by with second-rate schools because those students are unlikely to attend college anyway, then few of those folks will be able to go to college specifically because they went to a second-rate high school – a self-fulfilling prophesy. Perhaps today is the day you choose to be careful how your pursue statistics, goals and the words people speak over your lives.
